U.S. lawmakers advance Bitcoin reserve and crypto tax reform bills
U.S. lawmakers are advancing two major pieces of legislation regarding digital assets. The House Committee on Financial Services passed the American Reserve Modernization Act of 2026 (H.R. 8957) in a 28–21 vote. This bill seeks to formalize a Strategic Bitcoin Reserve and a Digital Asset Stockpile within the Department of the Treasury. Separately, the House Ways and Means Committee approved the Digital Asset Tax Certainty Act (H.R. 10357) with a 38–5 vote. This legislation aims to simplify tax obligations for small cryptocurrency transactions. Specifically, it would exempt the recognition of gains or losses on qualified network or transaction fees of $10 or less. If passed, this tax relief would apply to digital asset disposals occurring after December 31, 2027. The bill also addresses other areas including mining, staking, lending, and stablecoins.
