US House passes sanctions bill targeting Russian energy buyers FAST-MOVING
The US House of Representatives has passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, a sweeping sanctions package designed to increase economic pressure on Moscow following its invasion of Ukraine. The bill, which previously passed the Senate with an 86-11 vote, now moves to President Donald Trump for signature.
A central provision of the legislation grants the President authority to impose tariffs of up to 100% on the five largest importers of Russian oil and natural gas. This measure specifically targets major buyers such as China and India. The bill also targets Russia’s energy and defense sectors, financial institutions, and the so-called ‘shadow fleet’ of tankers used to evade sanctions. Additionally, it extends sanctions on Iran’s energy and weapons sectors through 2031.
India has responded to the potential impact, stating that its priority remains ensuring energy security for its 1.4 billion people. New Delhi noted that it has discussed the implications of such measures with US officials and remains committed to protecting its trade and economic interests. While the bill provides the authority for high tariffs, it does not mandate them automatically; the final decision rests with the US administration.
