House Speaker Mike Johnson told Fox News Sunday that Republicans will make a final attempt to pass the Safeguard American Voter Eligibility (SAVE) Act by attaching it to a budget reconciliation bill. Johnson said the measure — which would require proof of citizenship and a photo ID to vote and includes proposals to restrict mail‑in ballots — has been passed three times in the House and is a top priority for President Donald Trump.
The plan aims to bypass the Senate filibuster by using a simple‑majority reconciliation process, a strategy previously employed for other GOP‑backed legislation. Senate leaders remain skeptical about its eligibility under budget rules, and some Republican senators warn against ending the filibuster. Democrats, including Sen. Kirsten Gillibrand, have criticised the bill, mistakenly suggesting it could target voters by surname, though the text contains no such provision.
If enacted, the SAVE Act could reshape voting requirements for millions of Americans ahead of the upcoming midterm elections, intensifying partisan battles over election integrity and voter access.
