U.S. House to consider Russia sanctions bill next week

The U.S. House of Representatives is scheduled to consider a significant sanctions package against Russia next week. The legislation, named after the late Senator Lindsey Graham, previously passed the Senate with an 86-11 bipartisan vote. If enacted, the bill would impose harsher penalties on Russia and entities purchasing Russian oil and gas, while also extending sanctions against Iran.

Ukrainian President Volodymyr Zelenskyy has urged the House to pass the measure, describing it as a “very important historical moment” and calling for strong decisions from the U.S. administration.

However, the bill faces an uncertain path in the House. The House Rules Committee is set to meet Monday, and the bill's progress may depend on a procedural vote requiring near-unanimous Republican support. Some Democratic lawmakers have expressed concerns that the legislation expands presidential tariff authority in a way that could potentially be used against U.S. allies. Ranking Democrats have called for negotiations to craft a version of the bill that can secure broader support in both chambers.
