U.S. House votes to block California clean ship pollution rules

The U.S. House of Representatives voted 216-211 to block California from enforcing stricter air pollution regulations for ships docked at its ports. The resolution seeks to revoke a waiver previously granted by the Environmental Protection Agency (EPA) that allowed the state to set standards more stringent than federal requirements.

The regulations require ships to use pollution-capture technology or connect to cleaner local shore power instead of running diesel engines while docked. Supporters of the rules, including health advocates, argue the measures could prevent 237 premature deaths and provide $2.3 billion in public health benefits by 2032. Conversely, proponents of the House resolution, such as Representative Vince Fong, argue the mandates are expensive, disrupt supply chains, and could increase costs nationwide, noting that California ports handle 40% of U.S. containerized imports.

The move is part of a broader effort by Republican leadership to challenge California’s environmental policies. The legal status of rescinding these EPA waivers remains uncertain due to ongoing litigation and recent federal court rulings.
