US Intelligence agencies address UAP and consciousness research
A memorandum from the National Reconnaissance Office (NRO) has outlined new protocols for reporting Unidentified Anomalous Phenomena (UAP). The document, which includes the term ‘extraterrestrials’ in its definitions, instructs personnel to report sightings to the Presidential Unsealing and Reporting System for UAP Encounters (PURSUE). The NRO defines UAPs as any phenomena anomalous to known physics, current technology, or human technological sources that may suggest non-human intelligence. The directive emphasizes that even personnel involved in secret programs are required to report such encounters to authorized representatives, though existing non-disclosure agreements remain in effect for all other communications.
Separately, declassified documents have shed light on the CIA’s Gateway Process, a Cold War-era initiative aimed at exploring human consciousness. Based on the work of Robert Monroe, the program utilized Hemi-Sync binaural sound technology to attempt to induce altered states of perception, such as out-of-body experiences. Driven by concerns regarding Soviet psychic capabilities, the research sought to determine if human minds could transcend space-time to facilitate remote viewing and intelligence gathering.
