U.S. Intelligence Oversight Reforms Unfulfilled, New HPSCI Report Finds
A new 66-page report from the House Permanent Select Committee on Intelligence (HPSCI) reveals that major reforms recommended by the 9/11 Commission to strengthen oversight of the intelligence community have not been implemented.
Released at the Flight 93 Memorial in Pennsylvania, the report notes that while intelligence collection methods have evolved since the September 11 attacks, challenges regarding congressional oversight remain unresolved. The 9/11 Commission previously described oversight as 'dysfunctional' in 2004, noting that House and Senate committees lacked the necessary power and capability to ensure accountability.
Two primary recommendations from the 2004 commission remain unaddressed: the merger of the House and Senate intelligence committees into a single bicameral body, and the combination of the Intelligence Authorization Act with the Defense Appropriations Act. The commission also suggested creating a dedicated oversight subcommittee focused on transparency rather than budgetary duties, a change that has not occurred.
