U.S. District Judge James Boasberg issued an order blocking the Defense Department from adding Chinese biotechnology firm WuXi AppTec Co. to a list of companies deemed to support the Chinese military, stating the government lacked sufficient evidence. WuXi, which employs roughly 450 people in the United States and serves more than 1,000 U.S. customers, argued the designation was arbitrary, capricious and driven by political pressure. The company said U.S. customers accounted for about 70% of its revenue last year and that a majority of its board and executives are U.S. citizens.

The Pentagon had expanded the blacklist in June to 188 firms, including Alibaba, Baidu, BYD and NIO. Under recent U.S. law, the Defense Department cannot contract with listed companies starting later this month and cannot purchase their products or services through third parties after 2027. Inclusion on the list does not constitute formal sanctions. WuXi AppTec, founded in 2000, provides research, development and manufacturing services to more than 4,000 pharmaceutical and life‑sciences companies and has a market value of about $43 billion.
