US lawmakers examine AI agents and digital finance infrastructure
Lawmakers and industry experts are examining the evolving intersection of artificial intelligence and digital finance. During a House Financial Services Committee hearing, executives from Circle, the New York Stock Exchange, and the Florida Bankers Association discussed how AI agents, stablecoins, and tokenized securities are altering financial mechanics.
Circle President Heath Tarbert described the shift as a change in the plumbing of the financial system, noting that AI acts as an accelerator for software agents that transact continuously on behalf of users. Tarbert emphasized the need for fast, programmable, and always-on rails to support these autonomous transactions. He highlighted the importance of regulatory frameworks, such as the GENIUS Act, to prevent risks like the use of offshore stablecoins with weak backing or the loss of dollar dominance in machine-to-machine payments.
This technological shift suggests the emergence of a new layer of decision infrastructure. As AI moves from assisting to acting, digital systems must evolve beyond simple identity and payment checks to include a trust layer that manages permissions, behavior, and context-aware decision-making for both humans and autonomous software.
