Bernie Sanders introduces bill to ban federal use of license plate readers

Senator Bernie Sanders, alongside Representative Alexandria Ocasio-Cortez and Senator Jeff Merkley, has introduced the Ban Flock Act. This legislation aims to prohibit federal agencies from using or accessing data from automatic license plate readers (ALPRs), including those operated by local police or private companies.

While the bill is named after the prominent surveillance vendor Flock Safety, the text applies broadly to all ALPR systems. The proposal includes exceptions for toll collection and any future uses authorized by Congress, provided that data retention is limited to a maximum of 48 hours.

To enforce compliance, the bill proposes withholding federal grants from state and local governments that continue to use the technology. It also grants citizens the right to sue the federal government for privacy violations and empowers state attorneys general to enforce the law. The move comes amid growing bipartisan concern regarding mass surveillance and the privacy implications of AI-powered tracking networks.
