US lawmakers urge ban on aiding Chinese and Russian civilian intelligence
A bipartisan group of U.S. lawmakers has called on the Trump administration to prohibit American citizens and businesses from providing support to civilian intelligence and security agencies in China and Russia.
In a letter addressed to Commerce Secretary Howard Lutnick, Democratic Senator Ron Wyden and Republican Senator John Cornyn warned of glaring loopholes in current national security policies. While a 2018 law bans support for foreign military intelligence, it does not effectively cover civilian-led organizations. Lawmakers argue this allows foreign agencies to legally hire U.S. consultants and acquire advanced American surveillance, cyber, and artificial intelligence technology to target Americans and undermine U.S. interests.
The group is urging the implementation of export-control provisions authorized by Congress in 2022. Although the Biden administration proposed regulations to enforce these powers in 2024, the rules were never finalized.
