US Lawmakers Warn Banks and Ports Over Russian Diesel Deal

A bipartisan group of US lawmakers has issued warnings to major financial institutions and port authorities regarding the legal risks of importing Russian diesel. The group, which includes Senators Jeanne Shaheen, Elizabeth Warren, and Republican Thom Tillis, sent letters to CEOs of JPMorgan Chase, Bank of America, Citigroup, Wells Fargo, Goldman Sachs, and Morgan Stanley, as well as port authorities in Houston, Corpus Christi, Beaumont, and New York/New Jersey.

The lawmakers cautioned that importing Russian diesel could expose companies to criminal and civil liability, potentially violating the Ending Importation of Russian Oil Act of 2022. They have requested that these entities preserve all relevant records, including shipping documents and contracts, by October 28.

The warnings follow an October 9 agreement between President Donald Trump and Vladimir Putin aimed at increasing Russian diesel supplies to global and US markets. While the Treasury Department issued General License 135 to facilitate these transactions, critics argue the move conflicts with existing laws that bar Russian energy imports unless the President certifies that hostilities in Ukraine have ceased. Several tankers are currently en route to US ports, with the first expected to arrive in New York around November 7.
