U.S. leaders pursue bipartisan AI regulatory frameworks

Efforts to establish regulatory frameworks for artificial intelligence are gaining momentum at both the state and federal levels in the United States. Maryland Governor Wes Moore has formed a bipartisan group of governors focused on AI, citing a lack of sufficient federal action.

At the federal level, Senator Mark Warner has proposed a legislative package designed to balance technological acceleration with safety guardrails. The proposed framework includes the Secure AI Development Act, which would mandate government testing of advanced frontier models before deployment and establish voluntary incident reporting.

The legislative approach also seeks to address consumer-facing AI agents through the AI AGENT Act, focusing on privacy, security, and market portability. Additionally, the proposed policies include data-center disclosure requirements and a workforce transition fund to assist communities affected by AI-driven disruption.
