U.S. Navy seeks private‑sector solutions for temporary sailor housing during barracks upgrades

The U.S. Navy has issued a Request for Information (RFI) to private companies to provide rapid, code‑compliant temporary housing for several thousand sailors while it undertakes a nationwide renovation of barracks at dozens of bases. Options under consideration include pre‑built modular units, trailers, RVs, houseboats, commercial apartment leases and hotel‑style extended‑stay units. Vice Admiral Scott Gray, commander of Navy Installations Command, said the temporary housing – often called “swing space” – is essential to keep sailors from being displaced into sub‑standard accommodations while deep‑renovation work proceeds.

The initiative supports a $375 million modernization plan announced in 2025 that will overhaul HVAC, plumbing, electrical systems and interior furnishings at 95 projects across 50 bases. By securing high‑quality temporary accommodations, the Navy aims to maintain mission readiness and improve quality of life for its personnel during the extensive construction effort.
