U.S. Navy names new NAVSEA commander and launches autonomous systems portfolio

Rear Admiral Pete Small assumed command of the Naval Sea Systems Command (NAVSEA) as Vice Admiral James Downey retired after a 40‑year career. Rear Admiral Todd Weeks was appointed interim head of the Public‑Acquisition‑Enterprise Industrial Operations (PAE IO), overseeing the Navy’s four public shipyards and seven regional maintenance centers.

The Navy also created a new Direct Reporting Portfolio Manager for Robotic and Autonomous Systems (DRPM RAS). Christopher Miller will serve as acting DRPM RAS leader, reporting to Acting Secretary of the Navy William “Bill” Toti. The office is intended to consolidate requirements, streamline acquisition, and accelerate fielding of autonomous capabilities, with a possible relocation of staff closer to fleet warfighters.

Both moves are part of a broader restructuring aimed at improving discipline, transparency, and predictability in shipbuilding and autonomous‑systems development to strengthen the Navy’s industrial base and warfighting readiness.
