US Navy women blocked from admiral promotion after Defense secretary cuts list

U.S. Defense Secretary Pete Hegseth intervened in the Navy’s promotion process, removing nine officers from the slate of 31 slated to advance from captain to one‑star admiral. The cuts included all three women and two Black men on the list. As a result, no women will be promoted to one‑star admiral this year, despite women comprising about a quarter of Navy officers overall.

Eight women officers, speaking anonymously, said the action signals a career ceiling and leaves them feeling devalued and politicised. The Pentagon has offered no justification for the removals and reiterated that promotions are based on merit, not gender or race. The Navy’s promotion board, traditionally transparent, had previously followed guidance from former Navy secretary John Phelan to promote the most qualified officers, with an emphasis on expertise relevant to the Indo‑Pacific strategy.
