U.S. Power Grid Faces Quantum Computing Threats

In June, the White House issued the executive order “Securing the Nation Against Advanced Cryptographic Attacks” to direct critical infrastructure, including the energy sector, to prepare for quantum‑computing based attacks. The order warns that cryptographically relevant quantum computers could break the public‑key cryptography that secures data, device authentication, and control‑system commands for power plants and utilities.

Analysts estimate that such quantum machines could become operational as early as 2029, with nation‑states already investing billions in the race. Adversaries are employing a “harvest‑now, decrypt‑later” strategy, capturing encrypted grid traffic that has a long shelf life—such as relay protection settings, control system configurations, and network topology. Once quantum decryption is possible, attackers could gain real‑time surveillance of SCADA telemetry and manipulate data to cause physical damage or induce false emergencies, bypassing traditional insider‑access requirements.
