U.S. Power Grid Reliability Threatened by State Renewable Policies

Analysts say that state renewable portfolio standards and carbon‑free mandates are the primary drivers of growing reliability challenges across U.S. electricity grids. Retiring baseload generation under policy pressure has tightened reserve margins, prompting warnings of heightened blackout risk during extreme weather.

Regional transmission operators, including PJM Interconnection, CAISO, ERCOT and MISO, report surging capacity prices, reserve shortfalls and emergency alerts as data‑center demand rises and thermal plants are retired. PJM’s 2024 capacity auction showed a 60% price increase year‑over‑year, and a heat dome in July 2026 pushed the grid into a level‑2 emergency for a third consecutive day.

Analysts argue that state mandates overlook the costs of intermittency and needed transmission upgrades, shifting the burden to ratepayers and accelerating the retirement of coal and gas plants.
