US proposal for Boeing purchases by Brazilian airlines rejected
United States negotiators presented a proposal to Brazil in October 2025 that included requirements for Brazilian airlines to commit to purchasing American-made commercial aircraft, specifically Boeing models. The proposal was part of a 21-point draft titled ‘Joint Declaration on Security and Economic Relations between the US and Brazil.’
The document used placeholders, such as “[xx] Boeing aircraft,” indicating that the specific quantity was to be negotiated at a later date. While a separate Brazilian government document from September 2025 had projected a potential purchase of 90 aircraft, this did not constitute a formal requirement from the United States.
Brazilian Foreign Minister Mauro Vieira rejected the proposal during negotiations. The potential linkage between trade agreements and aircraft procurement raised concerns regarding the Brazilian aerospace industry, particularly Embraer. While major Brazilian carriers like Gol and Latam currently operate Boeing fleets, they have also recently placed orders for Embraer jets.
