U.S. regulators target November for GENIUS Act stablecoin rules

The Office of the Comptroller of the Currency (OCC) and the U.S. Department of the Treasury are moving to finalize regulatory frameworks for payment stablecoins under the GENIUS Act. OCC Comptroller Jonathan Gould announced that the agency intends to publish its final rulebook by November, following a period of reviewing industry feedback on a 376-page proposal released in February.

The push for these rules follows a missed July 2026 deadline originally set by the GENIUS Act. The new November target aims to provide regulatory certainty before the broader framework takes effect. While the OCC is racing to meet this timeline to begin processing applications by early next year, the full implementation of the Act is scheduled for January 18, 2027.

The proposed regulations focus on capital and liquidity requirements, risk management, and compliance standards for both chartered banks and non-bank applicants. The Treasury's efforts also include clarifying issuer obligations, particularly for entities operating across borders, with the goal of supporting the U.S. dollar's role as a global reserve currency.
