U.S. Representative calls for Sahel security sanctions

U.S. Representative James P. McGovern has sent a letter to Secretary of State Marco Rubio calling for targeted sanctions against security officials in the central Sahel. McGovern, co-chair of the Tom Lantos Human Rights Commission, urges the U.S. administration to prioritize human rights and civilian protection in its engagement with Mali, Burkina Faso, and Niger.

Drawing on testimony from a Congressional hearing regarding the humanitarian and security situation in the region, McGovern suggests that U.S. aid should be conditioned on adherence to international humanitarian law and recommends considering sanctions under the Global Magnitsky Act. The proposal follows reports of deteriorating security conditions and alleged abuses by state security forces.

In response to these diplomatic pressures, Niger has emphasized its commitment to regional stability and its active role in counter-terrorism efforts. Niger maintains that it operates to protect its sovereignty and has ratified various international instruments to combat terrorism, including those related to aviation security and the prevention of terrorism financing.
