U.S. Representative calls for sanctions against Sahel military regimes

U.S. Representative James P. McGovern, co-chair of the Tom Lantos Human Rights Commission, has called on the State Department to tighten its approach toward the military regimes in Mali, Burkina Faso, and Niger. In a letter addressed to Secretary of State Marco Rubio, McGovern urged the administration to prioritize human rights and civilian protection in its dealings with the Alliance of Sahel States (AES).

The representative cited concerns regarding the prolonged stay of military leaders in power, restrictions on public freedoms, media pressure, and the detention of political opponents and journalists. Furthermore, the letter alleges that security forces in the central Sahel have been involved in widespread violations of international humanitarian law. McGovern recommended considering targeted sanctions under the Global Magnitsky Act and conditioning U.S. aid on adherence to international law.

This parliamentary initiative comes amid reports of a shift toward pragmatic cooperation by some elements of the U.S. administration, which have sought to maintain dialogue with the Sahelian authorities. McGovern’s demands emphasize the need for atrocity risk assessments, the release of detainees, and increased humanitarian aid to address the regional crisis, which includes significant displacement and violence from groups such as JNIM and Islamic State affiliates.
