US sanctions law firm and shipping agents over Iranian shadow fleet

The US Treasury Department has imposed sanctions on the Panama- and Greece-based law firm Karnakis and Karnakis as part of ‘Operation Economic Outcast’. The firm is accused of establishing shell companies to conceal the true owners of vessels used to transport Iranian oil, petrochemicals, and steel, benefiting the Islamic Revolutionary Guard Corps Quds Force and the Houthis.

In addition to the law firm and five associated individuals, the sanctions target Roxette Maritime Shipping and Trading S.A., a company linked to the firm. Seven Panama-flagged cargo vessels managed by Roxette were designated as blocked property. The US also sanctioned shipping agents Amigoz Singapore Pte. Ltd. in Singapore and Whales Shipping Line LLC in the United Arab Emirates for aiding Iranian shadow fleet operations.

Concurrently, the Financial Crimes Enforcement Network (FinCEN) has issued an administrative subpoena to investigate an unnamed Greek bank regarding potential ties to Iran. FinCEN has also requested information from six other European banks concerning their relationships with Iranian financial institutions.
