US-Saudi nuclear cooperation agreement sent to Congress

The United States has initiated a 90-day legislative countdown following the submission of a civil nuclear cooperation agreement with Saudi Arabia to Congress. Signed by Energy Secretary Chris Wright, the ‘123 agreement’ establishes a framework for American companies to provide nuclear technology to Riyadh. Proponents argue the deal provides commercial benefits, such as using Saudi capital to finance American nuclear infrastructure and domestic enrichment capacity to reduce reliance on Russian fuel.

However, the agreement has drawn scrutiny regarding nuclear proliferation. While President Trump has stated there will be no enrichment of material, critics and reports suggest the deal may provide Riyadh with a pathway to enrich uranium and reprocess spent fuel on its own soil. This potential for domestic enrichment capability has raised concerns about the long-term risk of a Saudi nuclear weapon, particularly as the U.S. continues military actions in the region aimed at preventing similar capabilities in Iran.
