U.S. schools implement new cellphone bans and screen time limits

American schools are implementing significant shifts in technology policies for the 2026 school year. A growing number of states have adopted cellphone restrictions, with 22 states and the District of Columbia enacting bell-to-bell bans that prevent students from accessing phones during the school day. An additional 19 states have passed more flexible laws allowing for local restrictions.

In addition to personal device bans, there is increasing scrutiny of school-issued technology. The Los Angeles Unified School District has approved new guidelines to limit screen time on district devices, including a full ban for its youngest students. While some argue that educational technology (EdTech) is a necessary tool, critics suggest that excessive reliance on apps and digital interfaces can hinder instructional flow and distract students from fundamental learning tasks.

Artificial intelligence also remains a central focus as schools navigate impending policies and rules. Despite these regulatory efforts, data from Common Sense Media indicates that a vast majority of children and teens are already integrating AI into their daily lives.
