U.S. Securities and Exchange Commission forms dedicated accounting fraud unit

The U.S. Securities and Exchange Commission has created a new Financial Reporting and Accounting Unit within its Division of Enforcement to concentrate on accounting, financial‑reporting and corporate‑disclosure violations. The unit, led by Timothy Zimmerman, a former deputy general counsel at RSM US LLP, will be overseen by Enforcement Director David Woodcock. It brings together attorneys and accounting specialists to pursue complex fraud cases and auditor misconduct.

The move follows a sharp decline in SEC enforcement actions related to accounting and auditing – a 68% drop in 2025 compared with the prior year – and staffing shortages that have hampered the agency’s overall activity. Officials say the unit will consolidate expertise, improve detection of misconduct and restore the SEC’s ability to address hard‑to‑prove financial‑reporting fraud.
