U.S. Senate Advances READ Act and Dyslexia Bill

The Senate Health, Education, Labor and Pensions Committee approved two education bills. The bipartisan READ Act would amend the federal literacy grant program, requiring early screening for reading difficulties, mandating evidence‑based instruction, and shifting a portion of the $194 million annual grant to states with the lowest fourth‑grade reading scores. The committee passed the READ Act 20‑2.

The companion 21st Century Dyslexia Act would create a distinct disability category for dyslexia under federal law, separating it from other specific learning disabilities. That measure passed 12‑10. Supporters, including Sen. Maggie Hassan (D‑NH) and Sen. Bill Cassidy (R‑LA), argue the legislation addresses a national literacy crisis, while disability‑rights groups such as the Council for Exceptional Children and the International Dyslexia Association warn the definition could leave some children undiagnosed. More than 100 reading‑advocacy organizations have endorsed the bills. Both measures now move to the full Senate for consideration.
