U.S. Senate Approves Lindsey Graham Sanctions Bill Targeting Russia's Oil Buyers FAST-MOVING

The U.S. Senate voted 86‑11 to pass the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, a bipartisan bill named after the late Senator Lindsey Graham. The legislation seeks to pressure Russia’s war effort by allowing the president to impose up to 100 % tariffs on the five largest importers of Russian oil or natural gas – currently China, India, Azerbaijan, Hungary and Slovakia – and up to 500 % tariffs on Russian oil and gas imports themselves. It also authorises primary and secondary sanctions on Russian officials, oligarchs, banks and the “shadow fleet,” and extends U.S. sanctions on Iran’s energy and arms sectors until 2031.

President Donald Trump would receive authority to impose, adjust or suspend the tariffs and related sanctions. Ukrainian President Volodymyr Zelenskyy was present in the Senate gallery during the vote. Senators Rand Paul and Ron Wyden opposed the tariff provisions, arguing they could harm U.S. strategic interests, but their amendment was rejected. The bill now moves to the House of Representatives for further consideration.
