US Senate passes sweeping sanctions bill targeting Russian energy exports
The US Senate has passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 with an 86-11 bipartisan vote. The legislation aims to cripple Russia's ability to fund its war in Ukraine by targeting its energy sector and the nations that purchase its petroleum products.
Key provisions of the bill authorize President Donald Trump to impose tariffs of up to 100% on the top five importers of Russian oil and natural gas. Major economies such as China and India are identified as likely targets. The bill also targets Russia's "shadow fleet" of tankers used to evade existing sanctions and extends the Iran Sanctions Act through July 2031.
Beyond trade measures, the act imposes sanctions on Russian President Vladimir Putin, high-ranking officials, and financial institutions. Exemptions may be granted to countries that import less than 15% of Russian gas and demonstrate active efforts to decouple from Russian energy supplies.
The legislation now moves to the House of Representatives for approval. Critics argue the bill grants the executive branch excessive and potentially weaponizable tariff authority.
