US Senate Passes 21st Century ROAD to Housing Act, Limits Large Investor Purchases

Congress approved the bipartisan 21st Century ROAD (Renewing Opportunity in the American Dream) to Housing Act, a comprehensive housing package aimed at expanding supply, streamlining permitting, supporting manufactured and workforce housing, and modernising HUD programs. The bill passed the House 358‑32 and the Senate 85‑5 and now awaits presidential action.

A notable provision restricts very large institutional investors from acquiring additional single‑family homes once they own 350 properties, while offering exemptions for many build‑to‑rent projects. Critics argue the limit could deter investment in a fast‑growing source of new homes, whereas supporters say it curbs excessive concentration and may ease competition for individual buyers. The legislation also includes reforms to reduce regulatory barriers and expand financing options, but the Senate version adds the investor cap that some lawmakers, including Senator Elizabeth Warren, support and President Donald Trump has declined to sign.
