U.S. Senate Reintroduces Federal Cannabis Legalization Bill
Democratic Senators Cory Booker (NJ), Chuck Schumer (NY) and Ron Wyden (OR) have reintroduced the Cannabis Administration and Opportunity Act in the Senate. The legislation would remove cannabis from the Controlled Substances Act, create a federal Center for Cannabis Products to oversee production, labeling, distribution and sales, and direct the Food and Drug Administration to set labeling standards for potency, dosage and manufacturing details.
The bill also includes provisions for expunging low‑level cannabis convictions, funding programs to prevent youth use, expanding treatment for opioid and other substance use disorders, and providing restorative‑justice investments to communities most harmed by past drug policies. It retains federal bans on trafficking cannabis in violation of state law, proposes a grant program to combat illicit markets, and requires the Department of Transportation and NHTSA to develop standards and data collection on cannabis‑impaired driving.
