US Senate Sanctions Bill Targets Russia, Raises Tensions with EU Allies

The United States Senate is debating a sanctions bill that would broaden pressure on Russia over its invasion of Ukraine. Drafted by the late Senator Lindsey Graham and Democrat Richard Blumenthal, the proposal gives the president authority to impose tariffs of up to 100 % on imports from any country identified as a top buyer of Russian oil or as helping Moscow evade sanctions. European Union members could be subject to those tariffs, prompting concerns of a new trade dispute with U.S. allies. Ukrainian President Volodymyr Zelenskyy, who attended Graham’s funeral, voiced support for the legislation as a strong signal of continued U.S. commitment to Ukraine and its European partners.

At the same time, Russia reiterated its willingness to negotiate a settlement with Ukraine. Deputy Foreign Minister Mikhail Galuzin said Moscow remains open to constructive proposals and listed possible venues for talks, including Turkey, the United Arab Emirates, Qatar and Switzerland, while questioning Swiss neutrality. President Vladimir Putin expressed hope that dialogue with the United States could resume after the conflict with Iran eases. The Kremlin emphasized a preference for a peaceful resolution but warned it retains the capability to continue military operations in Ukraine.
