U.S. Small Business Administration proposes expanding small business definitions

The U.S. Small Business Administration (SBA) has proposed a significant overhaul of its size standards, aiming to consolidate nearly 1,000 industry-specific entries into 338 broader categories. This change is estimated to make approximately 114,541 additional employer firms eligible for federal small-business programs, including SBA-backed loans, federal contracts, and certain regulatory concessions.

The proposal includes raising limits for many industries and shifting the metric for qualification from annual revenue to employee counts in several sectors. Under these new rules, a company could potentially earn over $1 billion annually and still qualify as a ‘small business’ if it meets the employee-based thresholds.

While supporters suggest these changes will provide more growth opportunities, critics express concern that the expanded definitions could disadvantage genuine startups and micro-businesses by placing them in direct competition with much larger entities. The public consultation period for the proposed rule is currently open.
