U.S. Space Policy Pushes Ahead with Regulation Rollback and Lunar Rover Plan

The U.S. Department of Transportation announced a proposal to exempt commercial space launch licensing from several federal environmental statutes, including the Endangered Species Act, the Clean Water Act, the Clean Air Act and the National Historic Preservation Act. The move, described by Deputy Secretary Sean Duffy as a way to speed approvals and strengthen competition with China’s lunar program, would open a 30‑day public comment period and has drawn criticism from environmental groups.

At the same time, NASA officials said they are seriously evaluating the use of the full‑scale Perseverance rover test model, nicknamed “Promise,” for a lunar mission. The rover would be powered by a Multi‑Mission Radioisotope Thermoelectric Generator, allowing it to operate through the long lunar night and traverse the south‑pole terrain. Potential launch partners include Blue Origin’s Blue Moon lander and SpaceX’s Starship. The effort reflects NASA’s push to accelerate lunar exploration and establish a sustainable presence before China reaches the Moon’s south pole.
