US State Department assessments compare Latin American crime to US cities
Internal State Department documents, used to evaluate asylum claims, suggest that certain regions in Mexico, Honduras, Guatemala, and El Salvador have crime rates comparable to or lower than specific US cities, including Baltimore, Houston, and Memphis.
These assessments, provided to U.S. Citizenship and Immigration Services (USCIS), contrast with public travel warnings issued by the State Department regarding violent crime in those same Latin American regions. The reports suggest that individuals facing extortion or abuse might be able to relocate safely to other areas within their home countries, a factor that could impact asylum determinations regarding a “well-founded fear” of persecution.
This shift in assessment occurs as part of the Trump administration's efforts to overhaul migrant claim evaluations and tighten immigration policies. Recent measures include the cancellation of pending appointments and the termination of the CBP One program. Data from the TRAC analysis center indicates that asylum rejection rates reached 94.1 percent in June, with significantly fewer people receiving protection compared to three years prior.
