U.S. Strategic Petroleum Reserve approaches critical depletion levels

The United States Strategic Petroleum Reserve (SPR) is approaching critical depletion levels, with projections suggesting it could fall to approximately 243 million barrels. This level is below the 252.4 million barrel mandate established by Congress, which serves as a floor for the Secretary of Energy’s authority to conduct limited drawdowns during domestic supply shortages.

Once the reserve falls below this threshold, the President may be required to either declare a severe energy supply interruption or comply with collective action obligations through the International Energy Agency (IEA). Previous heavy releases from the SPR, including a 172 million barrel contribution to an OECD-led emergency program, have helped mitigate global oil price spikes during recent Middle East hostilities but have significantly reduced the nation's emergency supply cushion.

Market volatility is being driven by both geopolitical tensions in the Persian Gulf and dwindling inventories in the U.S. and China. While U.S. oil production has attempted to respond to supply constraints, industry growth remains cautious. Additionally, efforts to refill the reserve may face challenges, such as the potential incompatibility of Venezuelan heavy crude with existing U.S. infrastructure designed for lighter crude.
