U.S. Student Loan Reform Opens Private Lending Opportunities
Effective July 1 2026, the federal student loan program was overhauled under the One Big Beautiful Bill Act. New caps limit graduate loans to $20,500 per year ($100,000 total) and $50,000 per year for certain professional programs, restrict Parent PLUS loans to $20,000 per year ($65,000 total), and eliminate new Grad PLUS loans, while imposing a $257,500 lifetime borrowing limit.
These restrictions create a gap that private lenders, credit unions and data‑insight firms such as TransUnion say could be filled with non‑federal financing. TransUnion senior‑vice‑president Josh Turnbull noted the structural changes give “real opportunity for private lenders who aren't bound by some of the structures of the federal programs.”
A related provision, the Workforce Pell Grant, funds short‑term, career‑focused training. In Texas, El Paso Community College submitted phlebotomy and certified‑nursing‑assistant programs for the pilot slated for fall 2026. The Texas Higher Education Coordinating Board will review the proposals before forwarding them to the U.S. Department of Education for approval. Governor Greg Abbott extended the application deadline to give institutions more time to apply.
