U.S. courts block immigrant fines and vacate Venezuelan TPS ruling

U.S. federal courts have issued significant rulings affecting immigrant populations. In Massachusetts, Judge George O’Toole Jr. blocked a Department of Homeland Security (DHS) procedure that imposed daily fines of up to $998 on immigrants with outstanding removal orders. The judge noted that these sanctions, which have affected over 100,000 people and totaled approximately $84 billion since January 2025, could lead to extreme economic insolvency for the individuals involved.

Separately, the U.S. Supreme Court vacated a Ninth Circuit Court of Appeals decision regarding Temporary Protected Status (TPS) for Venezuelan migrants. The high court has ordered the case to be reconsidered under the legal precedent established in Mullin v. Doe. While this decision does not automatically cancel existing work permits or provide new extensions, it removes the immediate legal protections previously granted by the lower court.

In Washington state, a federal judge in Seattle provided a temporary reprieve for approximately 800 migrants receiving Supplemental Security Income (SSI), ruling they remain eligible for Medicaid despite recent federal budget cuts that threaten coverage for thousands of other lawfully present immigrants.
