US suspends eight tech firms from Permanent Labor Certification Program

The US Department of Labor has suspended eight technology companies from the Permanent Labor Certification Program (PERM), freezing both new and pending applications for permanent residency. The suspended companies include Microsoft, Adobe, Cognizant, Capgemini, and several Indian IT majors: Infosys, Tata Consultancy Services (TCS), Wipro, and HCL Technologies.

The measure is part of the Trump administration’s efforts to tighten immigration rules for skilled workers. While the suspension does not prevent companies from hiring through H-1B visas, it complicates the ability of H-1B holders to transition to green cards and permanent residency.

Industry analysts and trade groups suggest the economic impact on tech firms may be limited. Nasscom, representing India’s technology industry, noted that Indian firms have increasingly reduced their reliance on H-1B visas in favor of local recruitment. Wipro reported that over 80% of its US workforce is hired locally, while TCS stated its PERM applications have been in the single digits for the past two years. Business Standard reported that TCS filings dropped to two in 2025-26, down from 513 the previous year.
