US caps student visas at four years and limits foreign journalists to 240 days

The Department of Homeland Security issued a final rule that ends the decades‑old "duration of status" for F, J and I visas. International students and exchange visitors will now be limited to a maximum stay of four years, while foreign journalists can remain for up to 240 days; Chinese journalists are restricted to 90 days. Extensions are possible but require a new application.

The regulation takes effect 60 days after publication in the Federal Register, unless Congress blocks it. It applies to the roughly 1.8 million student visa admissions, more than 500,000 exchange visitors and about 37,300 foreign journalists recorded in fiscal‑year 2024. Universities and press organizations have warned that the limits could reduce international enrollment and curb media coverage of U.S. affairs.
