U.S. Treasury fines Amidi for unreported AI robotics investment in China

The U.S. Department of the Treasury has issued its first enforcement action under the Outbound Investment Security Program (OISP), fining the Silicon Valley-based company Amidi $200,000. The penalty stems from Amidi’s failure to report a $92,000 investment made through its subsidiary, Plug and Play China, into Noematrix, a Shanghai-based artificial intelligence robotics firm.

Noematrix specializes in embodied AI and general intelligent robot systems. While the Treasury did not label the transaction as prohibited or accuse Noematrix of misconduct, the fine—which exceeds double the original investment amount—was issued for the procedural violation of failing to notify the government of the investment in a sensitive technology sector.

Treasury Secretary Scott Bessent stated that the action demonstrates the department’s commitment to protecting U.S. national security through investment security measures. The OISP, which took effect in early 2025, regulates U.S. capital flows into Chinese sectors including AI, semiconductors, and quantum computing.
