US Treasury proposes new outbound investment curbs on sensitive technologies

The US Treasury Department has unveiled proposed rules to expand its outbound investment security program. The new measures aim to restrict American capital from supporting the development of strategic technologies in countries deemed sensitive, specifically targeting sectors such as biotechnology, high-performance computing, artificial intelligence, and hypersonic systems.

China’s Ministry of Commerce has expressed strong opposition to the proposal, labeling the move as discriminatory and warning that it could damage bilateral economic and trade relations. Beijing stated it reserves the right to take countermeasures to protect its interests. The Chinese Foreign Ministry also criticized the expansion of the national security concept as an interference in normal business cooperation.

In a separate regulatory update, the US Treasury has removed Venezuela from the list of countries subject to outbound investment restrictions.
