US Treasury sanctions network linked to Cartel del Noreste

The United States Department of the Treasury has imposed significant financial sanctions against four individuals and 11 companies allegedly linked to the Cartel del Noreste (CDN). The Office of Foreign Assets Control (OFAC) identified a complex business network used to launder drug proceeds and finance criminal operations.

Key sectors targeted include horse racing, construction, transportation, and the energy industry. Specifically, the racetrack Club La Molienda and the construction firm CEGESA were highlighted. Authorities allege that CEGESA obtained public contracts through corrupt practices to fund political campaigns favored by the cartel. Businessman Gamaliel Garza García and his son, Gamaliel Garza Elías, are among those sanctioned.

In response, the government of Tamaulipas stated that it has had no official contracts with any of the sanctioned entities since October 2022. Meanwhile, Mexico's Financial Intelligence Unit (UIF) reported identifying indicators of illicit resource operations, such as unusual large cash movements and international transfers associated with these networks.
