US Treasury targets Iran's global financial networks

The US Department of the Treasury has launched the ‘Economic Exclusion Operation’ to dismantle global financial networks supporting Iran and its proxies. Through the Office of Foreign Assets Control (OFAC), the US has sanctioned a wide array of individuals and entities involved in providing financial and material support to groups including Hezbollah and Kata'ib Hezbollah.

The sanctions target networks spanning Iraq, Lebanon, the United Arab Emirates, and Turkey. Specifically, the measures aim to disrupt shell companies in the UAE and Iraq that supply weapons and ammunition to the IRGC Quds Force, as well as currency exchanges and couriers transferring oil revenues to Hezbollah.

Additionally, the Treasury announced that it will now operate under a presumption of rejection for most special license requests involving Iran. In a related enforcement action, an individual agreed to pay a $1.4 million penalty for violating sanctions by providing consulting services to an Iranian software firm. Treasury Secretary Scott Bessent emphasized that the operation is designed to sever ties between these actors and the US financial system to collapse the networks sustaining the Iranian regime.
