US Treasury increases reliance on short-term debt issuance

The United States is increasingly relying on short-term debt issuance to manage its growing national debt, which has surpassed $40 trillion. Major financial institutions have provided varying estimates for upcoming issuances. Bank of America projects a net issuance of approximately $1.07 trillion through the fiscal year ending September 2027, while JPMorgan estimates $1.09 trillion for the 2027 calendar year, and Goldman Sachs forecasts $961 billion.

This shift toward short-term Treasury maturities, such as those with 12-month durations, aims to reduce immediate borrowing costs. However, it increases the government's vulnerability to rising interest rates and frequent refinancing needs. Bank of America estimates that short-term debt could reach $8 trillion, or roughly 24.3% of tradable public debt, approaching levels seen during the pandemic and exceeding the Treasury's target of approximately 20%.

Concurrently, investors are shifting focus toward short-term Treasuries as a hedge against inflation, betting on the Federal Reserve's ability to control price increases. Following recent interest rate hikes, two-year Treasury yields have climbed to multi-year highs near 4.75%. While the market has already priced in significant monetary tightening, Bank of America suggests that markets may be overestimating the scale of future rate hikes by central banks globally.
