US updates China travel advisory over detention and exit ban risks

The United States Department of State has updated its travel advisory for mainland China, maintaining a Level 2 status of ‘Exercise Increased Caution’ while adding specific warnings regarding arbitrary law enforcement. The advisory highlights risks of unjust arrest, detention, and exit bans imposed without fair or transparent legal processes.

According to the State Department, China’s national security, counterespionage, and data security laws grant officials broad authority to question or detain foreign nationals. These actions may occur during routine business, research, or public expression. The department noted that China has used exit bans to compel participation in investigations, settle civil disputes, or pressure associates to return to the country.

Certain groups may face heightened scrutiny, including U.S. citizens of Chinese heritage, individuals involved in business disputes, and those with ties to U.S. law enforcement, the military, or intelligence agencies. The advisory also warns that travelers using Chinese-issued documents may be treated solely as Chinese citizens, which could limit access to U.S. consular assistance.
