US voter registration and citizenship list initiatives face scrutiny

In the United States, significant developments regarding voter eligibility and registration are unfolding ahead of the midterm elections. In Texas, approximately 1.2 million voters—including 300,000 in Harris County—have been placed on voter suspense lists after county efforts to verify addresses by mail failed. These individuals face an October 5, 2026, deadline to confirm their addresses. Those who fail to update their information before the deadline will be required to complete a statement of residency at the polls on Election Day to cast their ballots.

Concurrently, the Trump administration is moving forward with an unprecedented project to compile state-by-state citizenship lists for voters over the age of 18. While the administration previously aimed to publish this information on a portal by September 4, Department of Justice attorneys recently indicated in court filings that they will instead provide 48 hours' notice to plaintiffs before the portal is launched.

The federal initiative, authorized by an executive order, directs U.S. Citizenship and Immigration Services and the Social Security Administration to generate these lists for state officials. Although a lower court had previously blocked parts of the order in 23 states and Washington, D.C., a Supreme Court stay has allowed the implementation to proceed. The executive order also directs the U.S. Attorney General to prioritize the investigation and prosecution of officials who issue federal ballots to ineligible voters.
