U.S. voters to decide on voter ID and noncitizen voting measures in 11 states

While Senate Republicans were unable to pass the SAVE America Act this year, voters in 11 states will decide on ballot measures that implement core provisions of the legislation. The Act seeks to require photo identification for voting and proof of citizenship for federal election registration.

In Arizona and California, measures combine voter ID requirements with prohibitions or strengthened safeguards against noncitizen voting. Alaska, Arkansas, Colorado, Kansas, South Dakota, and West Virginia will vote on measures to ban noncitizen voting. Meanwhile, Nevada, North Carolina, and Ohio will hold votes specifically regarding voter ID requirements.

The push for state-level bans follows a recent federal court ruling that declared a 1996 federal ban on noncitizen voting unconstitutional, with the judge asserting that states hold the authority to set voter qualifications. Historical data from Ballotpedia indicates that voter ID measures have succeeded in 10 states since 2012, and citizen-only voting measures have passed in every state where they have appeared on the ballot since 2018.
