US water and energy: New York utility relief surge and California infrastructure updates

In New York, more than 21,000 households have applied for utility relief through the Energy Affordability Program (EAP) in the two weeks following a September 15 launch. Governor Kathy Hochul noted that the program aims to ensure energy costs do not exceed 6% of household income, with an estimated 2.5 million additional households eligible for enrollment.

In California, water security efforts are advancing through infrastructure and legislative action. The California Department of Water Resources completed a $235 million project to rehabilitate the valve system at Oroville Dam, ensuring continued functionality for the next decade. Additionally, a bipartisan bill led by Senators Alex Padilla and John Cornyn passed a Senate committee to secure funding for desalination projects, aiming to provide reliable freshwater access amid ongoing droughts and water stress in the western United States.
