USMCA Uncertainty Threatens Investment in North American Plastics Manufacturing

Industry executives warn that ongoing uncertainty over the United States‑Mexico‑Canada Agreement (USMCA) could delay capital spending by plastics processors that serve the auto sector. Ford said, “The risk is that uncertainty becomes institutionalized through annual reviews… If you drag us into a constant review process, you’re going to choke off investment.” He expects the first impacts to appear in capacity additions, tooling, automation upgrades and cross‑border sourcing decisions rather than at the border itself.

If the USMCA review becomes an annual process, firms may postpone reshoring projects that require new machinery, plant space and labor. Unclear future rules on regional content, Chinese inputs, forced‑labour compliance or tariff treatment could further slow expansion. Potential scenarios include a continued push by the United States for changes that Mexico and Canada reject, or a U.S. administration ending the agreement and negotiating separate deals, both of which would be especially disruptive for the integrated auto‑plastics supply chain.
